What is Awaab's Law?
Awaab's Law is named after Awaab Ishak, a two-year-old boy who died in 2020 after prolonged exposure to mould in his family's social housing home in Rochdale. His death led to new legal duties for social landlords in England.
The law came into force on 27 October 2025. It requires social landlords to investigate and fix damp, mould and other emergency hazards within set deadlines, rather than leaving tenants to wait months for repairs.

What are the new deadlines?
The law sets out strict timescales landlords must follow once a hazard is reported:
- Investigate emergency hazards within 24 hours
- Investigate significant damp and mould hazards within 10 working days
- Fix significant hazards within 5 working days of the investigation ending
- Give tenants a written summary of findings within 3 working days
- Start work to stop the problem coming back within 5 working days, or within 12 weeks if that's not possible
If a property can't be made safe within these timescales, landlords must arrange alternative accommodation for tenants, at their own expense.
What happens if you miss a deadline?
Landlords who miss the deadlines risk legal action from tenants, financial penalties, and damage to their reputation. Tenants can take landlords to court for breach of contract if the timescales aren't met.
The safest way to avoid this is to have a mould specialist you can call the moment a hazard is reported, not weeks later.
Who does Awaab's Law apply to?
Awaab's Law applies to social landlords in England, including councils and housing associations. It's being rolled out in phases:
- From 27 October 2025: emergency hazards and significant damp and mould
- From 30 November 2026: excess cold and heat, falls, structural issues, fire and electrical hazards
- From 2027: all remaining housing hazards, apart from overcrowding
